It depends on the director and the crew working on the film.
Disneys animated films are made by their own studio(s), and are very internal projects. While Marvel and Star Wars films are very much collaborative efforts between multiple companies.
Considering the amount of money they reign in from just the Marvel and Star Wars licenses, they can take minor risks by giving their own studios free reign over their animated projects.
Seeing how long Frozen 2 has taken, I'd claim that's a sign of little to no executive meddling by Disney in WDAS projects. So I wouldn't worry about Zootopia 2.
