Yet just as equally, despite his claims to the contrary, he values innocent lives and the city, he looks out for Dan's safety even if it's in a fucked up way, and he genuinely wants to make the world a safer place. Duality through hypocrisy is a key part of his character; he IS the black and white.
His backstory is just the icing on the cake, and it puts his behavior into further perspective. Is he unstable? Yeah, unquestionably. Is he just a psycho with no redeeming qualities who we should find completely pathetic and awful? Hardly, and saying as much completely lessens the weight of his character.
If Moore intended him to be completely abhorrent, he did a shitty job. Doesn't help that, for all the claims of him being a vicious killer, we only ever see him go after irredeemable psychos barring the dude he actually stood Dan from killing in the bar because of how unnecessary it is (and barring the dude he throws down the elevator shaft because that's supposed to be darkly funny so w/e)
