We know for a fact some dinosaurs like Carnotaurus had scaly skin thanks to skin impressions (what little we know of Carnotaurus is all because of just one specimen, too...) Allosaurus is also unlikely to have feathers. Some scientists say that there's the /possibility/ that any dinosaur could be feathered, if you believe feathers were ancestral to the dinosaur group, but that doesn't guarantee them feathers
