It's possible for political and legal power to be in the hands of some men and no women. That'd still be "patriarchy".
Yet, feminism tries to solve gender-related-issues in our society by lifting women up, because we're in a "patriarchy" so women need more power.
However, if most men are not in power, just a few, lifting women on the whole up, creates a situation where some men are on top, then come women, then the rest of the men.
A patriarchy-based approach doesn't take into account that most men and women are on the same place, in some cases men worse than women.
It can very well be that at the very top there are men and at the very bottom also men. Trying to fix society by lifting women up makes things a worse mess in that situation.
