Edd is street smart. It's not really shown in the show, but he's gotta be after spending that much time running cons with Ed and Eddy.
Velma is the detective, can't solve mysteries without that, and nobody on the team has that kind of expertise.
Dexter, Jimmy, and the Test Twins are Science smart, so they'd do R&D foremost.
Dexter, Numbuh 1, and probably Jimmy would have the most combat strength, while Velma, Daria, and Edd would plan their next move, with some input from Numbuh 1.
