>>81781497Firstly, it's a cartoon, more specifically, it's the Powerpuff Girls, you really don't have to explain a lot of it, the simple connection of "language" could easily give reason to why she's good with programming, the idea that it needs some "human culture" is most likely pulled out of your own interpretation of her power, which I would have to argue is wrong cause it's a big thing that she can talk to animals, as well.
Secondly, I'm just saying what I'm assuming is the reasoning, it could easily as well be that she just had an interest in computers, I have as much information as you do.
Thirdly, programming language can be just as easy or just as hard as learning an actual, humanly spoken, language, if not easier or harder, especially now, when there are tens of programs that make it so easy any kid can do it. For some it comes easy, for others it's hard, but for what you need and what you want, it can involve the same necessary logic and dedication as learning an actual spoken language.
