Malted milk is made with malt powder mixed in with instant milk powder, but instant milk powder and malt powder are not the same thing. Malt powder is just something for flavor. It's added to milk and chocolate milk a lot.
But probably it's second most popular use, aside from being used in alcoholic beverages, is being added to milkshakes. It adds a more complex, difficult to describe flavor to the milkshake. These are referred to simply as malts. So, for example, a vanilla milkshake with malt powder added to the mixture is a Vanilla Malt.
Malt Shops were essentially dinners that served ice cream, milkshakes, and malts, and generally had a soda fountain as well. They were extremely popular with teenagers around the 1950s, some that popularity slowly falling away over time. There are very few left, but you can still order malts at most places that serve milkshakes.
