In hindsight it wasn't that bad, but the fact that it didn't think to establish a mental connection with him like it did with Brock was shortsighted on its part. It could have explained itself, that it was only trying to please him, but it didn't. And when Peter found out, it got cared and refused to get off of him, sending him into a further panic. Spider-Man or not, Peter likely had in his mind that it as going to eat him or something.
Add to the fact that by using his body as he slept, he wasn't getting good enough sleep, and dthat was detrimental to him, the symbiote very much should have said, "Hey, don't be afraid, I REALLY like you and I don't want to weird you out or anything. Can we talk for a bit? Please?"
I understand that it probably felt tht talking to Peter would have probably scared him, but he wasn't phased by it responding to his own THOUGHTS, so I doubt that would have been too much for him. Finding out that your costume is wearing you? That is, and it's understandable.
