Remember when Jim Shooter was EiC at Marvel, and he forced the rule that every comic could be someone's first. So it was really easy to get into anything at anytime. Of course that was easier to manage in a time when half of the titles weren't constantly part of mega-events, but still, it's probably a much more new reader friendly policy than repeatedly starting new #1s that are as incomprehensible as anything that came before it.
