Maybe the emotions really don't have full control, and everything they do is a mere suggestion, a suggestion that ultimately, Riley decides on.
Something else I've wondered in relation to this idea. Riley's emotions are just her emotions right? They are just what she feels. But they're not actually her. They're not her brain. However they are from HQ, thus implying they're the highest in command. So who is it who has the final say on Riley's behavior and actions?
