People complain about how a fat character would obviously look good in a cartoon because all of their flaws are being left out. Same goes for like, any other character. Pretty girls in cartoons are always designed to look better than women in real life.
If it were up to me and I was sure I could get away with it and not cause some stir, I'd design characters like this all the time. Not to push some agenda, just to acknowledge the fact that fat people exist. They're not some downtrodden minority, they're 75% of our population (USA).
