That's his memorable story, his hook, and since then nobody has developed him past that in a way that stuck and made sense. Like, if you want him to be full anti-hero black sheep Bat who kills, you can not really stick him in Batfam stuff with the others, except as a villain or a VERY distant associate.
If you want to redeem him, then you'd have to do it in a believable way without robbing him of his entire hook, and nobody has done that yet.
Obviously, Lobdell has tried to develop Jason, but the character he's developed him into has pissed off droves of Jason fans (including me). But Lodbell is reliable and on time and all that, they let him write his 90's action comedy thing.
