Twitter has always been popular with the Japanese, to the point that most adult artists keep multiple accounts in case one is deleted. Speaking from personal experience, Japanese artists also don't care if you are foreign, as long as one is not an impolite, entitled little bitch.
The influx of Western r34 artists has had no real effect on Japanese pixiv users, because they can do something that Western social network users seem incapable of doing: ignoring shit they don't like. It's only been a problem for Western users who search for Westaboo art, and pixiv staff who has had to moderate more uncensored art because no one spends time to read Pixiv's TOS.
