Optioning a script or adaptation doesn't mean it's ever actually going to be produced, or that Millar is getting the headline fee of that option - when you option something, you're buying the right to make it, not agreeing to make it, and how much you actually end up paying depends on how far into production you get, what the idea was worth to you, and how far you beat the seller down.
