Good Villains are relatable, understandable and flawed. You need to see something that is a trait you can relate to, so a villain who just says, "I'm going to kill everyone because I can" is stupid because pure destructive nature is not relatable for humans.
Understandable, you need to know what their goal is and what their motivation is. If the Villains just does shit because they are a villain, they are going to become a joke, they need a concrete, "I'm going to get McGuffin and take over the world" and they need a motivation because if its just because, they turn into "Evil for the sake of evil" and without both they are a gag character.
As for flawed, they need to have blindspots in their character, such as, they want to rule the world so their shitty childhood doesn't happen, but they end up making it happen to a bunch of people. Or even, they want to fix the world but don't trust the Heroes to help so they fight and cause more trouble.
/a/ fags don't have room to judge the last 15 years of Villains have all just been, "I'm straight out of a teenage fanfic, I look like the cross of Legolas and Edward Cullen" you haven't had manly Villains since Fist of the North Star.
