Yellow Diamond has embraced technology, to the point they basically have near cyborg Gems like Peridot, who had most of her functions tied to her limb enhancers. Suppose another Diamond though of a different something to embrace... say biology. That would make destroying planets with compatible life forms a major drawback to the evolution of the Gempire. Even Rose Quarts herself had control over plants, which is an odd ability for a space faring warrior gem who's empire typically sucks the life OUT of planets.
Basically imagine the following: Earth is Pink Diamond's nature preserve, because you can fuse gems with creatures on that planet without too much trouble, and that's where all the gem monsters come from: failed fusion attempts with biologicals. None of the other gems know about this. Pearl, for all her independence, was still Rose's servant, Garnet was basically an exile who conveniently showed up, and Amethyst was their overcooked gem warrior who hatched late. Basically, Steven was the ultimate success to what Pink Diamond's forces were trying to figure out: the fusion of Biology and Gems to create Hybrids stronger normal gems.
Of course, there are a bunch of problems that went along with that. Most of the experiments went nuts, and there is the problem of gestation, given that the whole process basically eliminates gem programming and personality and puts the gem out of commission for years at a time. But the experiment has been successful, probably beyond anyone's imagining. If Steven can fuse with Connie, how many more non-gems can he fuse with? And how powerful do they become? If Steven were to fuse with, say, a whole town full of people, would he be strong enough to stop the cluster? Or even the other factions of the Gempire?
