Consider that, in a major city like DC, if you get heavy snowfall... where do you put the snow? If you plow it to the lefthand side, you bury cars and make the sidewalk impassable and many homes and businesses blocked off so no one can get in or out. Plowing to the righthand side does the same.
So you basically have to find a way to move all of the snow blocking the roads in the city... to outside the city.
This is just as much of a pain in the ass as it sounds.
