He says they must prepare for total war, not war, which is curious.
Given the events immediately before, and immediately after, what seems more likely is that he was assuming that the earth government was going to start attacking all cybertronians again, and that their alliance with Galvatron would also make them a target for the autobots, since they attacked the ark.
I don't think he was talking about taking out galvatron, cause that hardly describes total war.
He wasn't quite expecting Optimus to show up and claim dominion, so it'll be interesting to see how he responds.
I suspect he might actually ally with Optimus, which in turn will make him forgive Megatron.
