I'd say that it was a pretty natural evolution for the character, because as far as all the negative enduring plot elements concerning him, he's the only one who hasn't been given any firm redemption. Joe has a redemption episode with him and Bonnie, Cleveland gets a new family after Loretta cheats on him, and even Meg is shown some compassion in a few episodes.
But who shoulders the weight of the world of Family Guy? Who is one of the few characters capable of breaking the 4th wall consistently, demonstrating his painful self-awareness of the warped and amoral universe that is Family Guy?
Who else but Quagmire?
No but really it's probably because Seth has had very little to do with the writing, and does fuck all except provide voices, and the writers took him in a different direction. He really is like the 2nd or 3rd most shrewd character in the show, though, so it's natural he's a bit fucking cynical.
