What characters do you think are being, or have been, totally wasted?

My pick is Deathstorm, who had every bit of potential to be a fantastic, memorable villain. Able to transmute biological matter, is a dead nazi mad scientist and was actively testing horrible theories on a team member who was visibly suffering the entire time.

What else could you possibly ask for?
