Then after they started using Dairanger footage, they realized how much kids loved Tommy (Hint: it's for the same reason kids loved Vegeta) that they decided to use him more. Kids continued to love him, he continued to stay on. He decided to leave, so he left. Can't force an actor to stay on.
Then Dino Thunder was the first dino-themed season since MMPR 1, so they figured they'd bring someone back as a veteran character. Austin St John was off in Afghanistan doing relief work, most of the rest had severely distanced themselves from the franchise, but Jason David Frank didn't have a problem with it AND he'd been there for the Forever Red reunion episode.
Tommy is a perfectly alright character - a villain who becomes not only a hero but the hero with the single longest tenure of any of them, with enough powersets from his various teams to have a full team of 5 on his own - but JDF himself is arrogant and unlikeable in his public dealings.
