You have to think, that's only enough to hire 10 college interns at a very low wage (30k, minus taxes and stuff, so maybe 20k a year), plus office space, plus just barely enough for equipment and other expenses for just a single year. Basically with 400k you can expect to make a phone game in flash, with maybe 3 or 4 hours of gameplay. However they had 3.3 million heaped on them, and a phone game isn't going to cut it, so they're in the unfortunate position of being demanded to make a AAA quality game (which would usually take a budget more along the lines of 10 million at least) using 3.3 million, while the fans bitch and moan at every setback because after all they were only asking 400k originally so that's all they should have needed for a full professional production on par with EA's and Valve's and Activision's and Ubisoft's efforts.
Not that Tim didn't fabulously misspend and waste and screw up his funding anyway, with setting up in the most expensive city and giant frivolous staff parties and cancelling an early access game because a half finished alpha wasn't pulling in enough new buyers per month to pay for its own development along with a healthy margin, proving that he misunderstands the point of early access and prefunding completely. Tim's an absolute retard with money, but even fucking Charles Foster Offdensen would have a hard time making the broken age budget work with what people were expecting. People were dragging out the torches and pitchforks and screaming to the sky because a fucking pre-alpha early tech video showcasing a single shader, 3 weeks into development, wasn't triple A quality and 'worth 3.3 million'.
