Even in medieval times, you had specialist units. More specifically trained and using different weapons, but the overwhelming bulk of the army was still homogenous. Your whole army can't be the faggots riding in the chariot by the enemy front lines harassing them with arrows, for instance.

In modern times, a lot of warfare is simply information based for such reasons.
Granted, war was always won based on information, but before modern times the ability to gather and pass it was incredilby limited.
