There are two knives. A thick one originally carried by sette, and a thin one carried by starfish.
Starfish suffers a slash wound and moves his knife hand to protect his wounded arm. He is then off balance when a second slash comes, and drops his knife (the thin one) on the floor.
This thin one lands on the ground, roughly around where Sette would lay.
The thick knife is still in Sette's hands at this point. However, it is quickly lost as she is knocked back by starfish. It flies behind them, landing near where Sette's feet you lie.
What is unclear in this exchange is if Sette is able to retrieve the thin knife at this point, or if she uses the distraction to grab it off the ground.
Either way, she uses her feet to lob the thick knife, which distracts Starfish.
She then uses her hands to grab the thin knife (which is shown to be coming from near her belt... either she landed near it or she was able to retrieve it stealthily earlier in the tussle) and stab Starfish.
She uses her feet to toss the knife in a very lazy arch. She does not use her knee joint in this action.
She is able to simply flex her ankle joint. The only muscles she needed were the anterior tibealis, extensor digitorum longus and brevis, and some deep muscles in the foot.
None of these are restricted by having your legs sat on if the ankle is exposed.
I actually just tested this myself, grabbed a boot with my leg, keep it straight on the ground, and was able to toss it a good three feet in the air.
