Just to list some of the many disparate Orchis plans:
1. Build a Master Mold in the sun's orbit
2. Drop the Peak out of orbit and wipe out Australia
3. Colonize Phobos, the shittiest moon in the Solar System, to satisfy a tech billionaire's ego
4. Build Nimrod, I guess, although that was more of an accident
5. Recruit MODOK, which is like recruiting a live explosive to be your head of research
6. Just kind of fling a bunch of random clone bullshit at the local X-Men to find out how they resurrect
None of these plans compliment each other, and some even outright contradict the rest. If Orchis actually put their eggs in one basket, like Nimrod, they'd actually present a credible threat.
Mikhail even understood this better. He's got two central goals, clone mutants and subvert mutants, and both work pretty well together. I mean when even the fucking Russians are doing a better job than you, you know your organization sucks ass
