Do Zatanna and Zatara have villains? It seems to me most comics with them have them fighting one off magical threats or dealing with team stuff.

Golden Age Zatara had a recurring villain named Tigress (not to be confused with later characters named Tigress) who was a thief, but she hasn't been used in over 80 years.

They haven't had ongoings long enough to get recurring villains.
Dini tried in 2008 with characters like Brother Night and Stringleshanks but that series was constantly interrupted by artist delays and got cancelled when the New52 hit. To my knowledge she's been stuck on team duty ever since.

Yeah, it's surprising. She was the first really significant recurring villain in DC. Roy Thomas dropped the ball not including her in All Star Squadron or something.
