The scene at the opera where every other councilor actually tends to current issues while Heimerdinger just waves his hands around listening to the music with his eyes closed, oblivious to everything else, is a perfect encapsulation of him. He has no clue what is happening under his nose and just wants to be comfy, while a gigantic class divide and city splitting has been deepening right under his nose.
If he paid basic attention to Zaun's plight and introduced ideas like proper taxation or strategically spreading out the city's institutions or giving a shit about living conditions... hell, if he did something as simple as keep watch about corruption among his own councilors, so many of the tragedies in the story wouldn't happen because the bleakness of the setting wouldn't make things so dire for characters. Viktor's lungs wouldn't be giving out if the living conditions for the undercity weren't so garbage while Piltover is literally on cloud avenue, Silco wouldn't be ruthlessly hell bent on uplifting Zaun had it not been such a miserable place to grow up in, Vi and Powder would still have parents because there'd be no revolution, and so on.
Literally everything wrong can be traced back to Heimerdinger because he's the character with the most power and the most elevated vantage point in the show but didn't give two shits about anyone under him. That's not a leader.
