Paul's Churches were more like modern Churches even if Paul definitely believed in the imminence of end times as well.
For the slim chance it was indeed a survival strategy - consider that they were by the Jews (they killed far more Christians in a short time than Nero did), that's also a big possibility, lacked resources, were hated and so on.
Also Paul and Jesus and James stress that you're judged according to your works as well, so the chances of Silco entering Heaven are slim.
