Vi feels incredibly guilty and wants to see Powder again, with the version of Powder in her head being highly idealized as a result of her guilt. However, she wasn’t there for the years that shaped Jinx into what she was and could not accept that Jinx was here to stay.
It’s part of why Jinx blew up the council room. Vi wanted Powder back, but refused to accept that the Powder she knew was long gone and nothing could change that. Time and time again Jinx tested her. She understands thag Vi loves her deeply. However, she cannot accept that Vi has other people in her life (severe attachment issues) and cannot accept that Vi consistently rejects Jinx in favor of a highly idealized version of Powder.
Her message was this. I love you Vi. I know you love me too. But I cannot accept that you have other people, and you cannot accept that I’ve changed over the years, so I’ll make the decision for you. Powder as you know her is gone, stop trying, go to Cait and Piltover.
Personally, I believe that this is setup for Vi’s arc for season 2, where she has to fully come to terms with her consequences and try to accept Jinx.
