They built towards the whole Vi - Jinx - Silco relationship and the inevitable clash between Zaun and Piltover with Piltover's actions and inaction inevitably catching up to them. Which is exactly what happened. Culminating in Jinx and the council exploding.
Even if the council and Silco could come to an agreement in the end, they're part of the past in the end in. Their legacy however is already far too gone. Mistakes not mended in time.
War is not the first and only recourse. It should always be avoided.
But weapons can't be unmade and they are always used.
The hands off approach and inaction let the underlying problems fester for too long. As a result Piltover and Zaun became oil and water. And this mistake created the monster. The monster that who ultimately exploded and lashed out. Even as change was finally on the horizon. Too little too late.
This is the core conflict. And Vi's, Jinx's, and Silco's relationships, that are ultimately the final catalysts towards all this after having suffered under Piltover, is something the show explored thoroughly and properly across all 3 acts of the show.
Is the show perfect? Of course not. But I really don't think the ending was rushed in any way. It culminates pretty smoothly I think.
