In many ways it was even more the show of missed opportunities then Voyager.
The pre-Federation era was an exciting and dangerous time, and the show didn't really make full use of its setting.
Like the simple reality that with the tech gap Earth has, a species that was months of travel away for us could, if insulted, reach Earth in days in their own ships.
If TOS was the cowboy days and TNG the transcontinental rail days, then ENT was supposed to be the era of the very first settlements, of struggling to build even 13 colonies.
A time where your settlement surviving the winter wasn't guaranteed, let alone someday forming a United States.
Right out the gate instead of really exploring their setting they dive into that Temporal Cold War. Then after that it's the Xindi stuff which is a lot better but still not using the material right.
By the time that was over the series was still getting better but it was already three damn seasons in. By that point I had all but tuned out.
Most days it felt like TNG-lite instead of its own thing. But they did give us arrogant Vulcans and Badass Andorians so it wasn't all bad.
