Male amphibian on female human would be a little hard to do what with lacking a penis and all, but oral sex, manual sex, and humping are well on the table. If they're closer to amphibians, then they may not masturbate so something like mutal masturbation may not be possible The male amphibians can augment themselves with a strap-on dildo or a similar instrument to compensate for a lack of a penis too and amphibians are clearly smart enough to do such a thing.
Male human on female amphibians would be a slightly easier affair, since penetrative sex would be possible though, again, if they're similar to earth amphibians the females wouldn't feel any pleasure. The other sexual acts I described earlier would also be possible too.
There are also some other difficulties, like differing bodily temperatures. Having sex with an amphibian would likely be at least somewhat strange to us, since they would feel rather cold and slimy, and they would think of the same to us, probably thinking it's strange to touch bodies that are hairy, warm, and relatively dry. I imagine this would be an easy barrier to overcome and may actually be exotic. The fact dex dolls are made and use and our world is partially why I think this. There is also the possibility that humans may be obscenely amorous relative to amphibians, since real world amphibians have a breeding season while we humans can, have and will have sex whenever we want. This may cause some issues between an interracial pairing since the libidos would be mismatched but this can be overcome, if with some difficulty. 1/2.
