It's obvious that it was originally a Simpsons clone that starred the annoying neighbors until they attached the Baby Blues characters to it for...marketing, I guess.

The comic has the daughter as a toddler and a little brother already.

The show sets it back so the parents are only now just parents, the daughter is a newborn and there's new neighbors not in the comic strip.
