In the Silver Age, comics were for little baby children, so DC took care to make characters they could sell to little girls, like Batgirl and Supergirl.
Marvel didn't really give a fuck about targeting demographics yet.
In the 70's, Marvel started trying to pander to girls, but it didn't work out and they ended up with stinkers like Ms. Marvel, Spider-Woman, and She-Hulk. Those ones would later go on to be successfully revamped, but it was too late by this point to make many new leading female characters.
The number of new characters popular enough to get their own book drops exponentially over time, so by missing the 70's, they basically completely missed their chance to have any female characters who could compete with Spider-Man and Hulk.
