When the Democrats took power Japan between 2009-2012 Japanese studios was allowed to do foreign work again, allowing TMS do do Green Lantern First Flight, JL:Doom and Superman Vs The Elite and allowing Studio 4C to do Green Lantern Emerald Knights and ThunderCats 2011, but once the LDP came back into power the laws Mori set were brought back and Abe made them much more stricter and it's why we're in the hell were in right now (Answer Studio's and 4C's later post-2012 DC projects were funded by Warner Bros Japan to get around these laws).
The only way to bring back Heaven is to get the Democrats back in charge and ban the LDP from politics due to their ties with Nippon Kaigi since Shinzo Abe's first term in 2006.
