I think Joe loosing her powers was more depression that anything else, Electrolass was at her strongest when feeling strong emotions like when she got pissed at the sleazy friend or when she saw her girlfriend in trouble. She just needs to finds something else worth living for.

Sucy just wants to live a normal live with her girlfriend. But fate scorned her.
Her girlfriend left her, she wasn't into chicks nor into superheroes, she had no papers to work so guys took advantage of that to make her into their bimbo doll which she declined. In the end, only a strip club offered her job.

Poor fella got so depressed even her powers stopped working. So, unless someone brightens her day, she's just another piece of meat in Gotham's nastiest slums.
