Oogway attains chi by listening to the nature around him and practicing tuning in to the universe. Being truly in touch with the world around him as much as he is with himself (being one with the all and all with one etc), he can sense, guide, aid, and channel chi as he does, hence sensing Po's potentiality. Kai is what happens when you cave in to your own ego, while Oogway compromised with his ego (the physical form he was given), and contacts with his higher spiritual self with the universe.
