I thought Carnival Night was supposed to be Eggman's main power plant for the Launch Base, done like a carnival because Eggman is a big manchild. He does the same thing when making his Newtrogic High base in Chaotix, though the US localization really altered the whole plot.

Damn, rereading Drazen's reviews is pretty damn interesting: apparently when Robotnik was zapped by E.V.E. in #21, he was meant to STAY dead, and it was only after Sega of Japan threw a fit that Penders undid it in #22, where he also explicitly showed the 25YL universe as separate from the original Mobius due to Sega throwing a completely separate fit. Also, Princess Sally's miniseries was meant to be her reconnecting with her roboticized mother, but again Sega said no.

They based the story on Chaotix's english manual, which never mentioned the Newtrogic High Zone.
By Penders's standards, the story is pretty faithful to the game manual, it's just that the one time he decided to pay attention to the given story was the one time it resembled very little of what was in the game.
