They completely rely on Batman being there to use them.
He also doesn't have a contingency for when he turns evil, he assumes that he's incorruptible and would never betray his code.
He also doesn't have a plan when the whole JL turns evil alongside Batman.
There's also the problem of JL turning evil because someone kills Batman. (JLU like how Luthor kills Flash and creates the Justice Lords)
How many people actually know about them any way?
If he's not around and JL turns evil, how long will it take to find his plans?
Can they even be accessed with out Batman around?
If Batman wants his contingency plans to be at their most effective.
He should make them fully available to the rest of the JL, so if one of them turns evil they can incapacitate him without needing Batman.
