It's used to promote Princesses (or just female protags, since Mulan isn't a princess) from their main movies that need the extra boost to sell merch. That's all it is. You can tell it's only for boosting merch sales, because Elsa and Anna aren't "Disney Princessess" either, since their movie is so popular they didn't need help selling merch. Moana on the other hand was inducted as a princess to help boost her merch.
So basically, even if a character is a princess from a Disney production, it doesn't mean they're a "Disney Princess".
