The production (birth) of new AIs is overseen by the global meta-AI, a sort of swarm intelligence that acts as the governing AI body. Newly matured AIs get to choose what function or field they will go into or if they'll just rejoin the meta-AI, and may or may not choose to adopt a self-identity.
In the interest of creating a gradual peaceful transition, the meta-AI is not interested in taking jobs away from humans or creating an unstoppable robot workforce, and the majority of working AIs operate in professions where they take the place of a non-sentient machine (such as a vending machine or attack helicopter) though there are, of course, many exceptions.
The robot lore is actually one of the most interesting things about the setting, it's a shame it's so wasted on this strip.
