The way I see it, the whole thing starts with Grime telling her that the toads are the protectors of the valley, who report directly to the benevolent king, and she latches on to this because it's her chance to be a hero, like she's always wanted. To fight giant monsters to keep the poor, defenseless frogs safe; unaware that the toads are really little more than bullies themselves. And then you just push this until she's a bully as well, who's justifying everything she does with 'well, these are just the bad guys I gotta defeat. Hop Pop is leading a rebellion to kill the king everyone loves, so he's a bad guy, Anne!'
Then you can still have that breakdown moment at Toad Tower with Anne (or Sasha) where she doesn't understand that she's been hurting people and doubles down to help refuse the idea. And obviously, she invites her friends to join her, like Sasha did, after all, she's the good guy!
The only issue is, how do you twist this into Grime convincing her to overthrow Andrias?
