Defacing a flag is painting over, altering, burning, stepping on, ect. of a flag that was printed of the same design with the intent to fly as that flag. The blue striped flags aren't actually American flags, they're representing a different idea. It's a flag to show support for the police, separate from the flag of the United States. If you were to take an actual American flag printed in red, white, and blue and paint over it, then it would be defaced.
