Something in that character must strike a chord in the viewer to make them like and root for them, which typically means that they see some part of themselves (even an unconscious one) reflected in the character, that's how human empathy works, we empathize the most with things that resemble ourselves. For some people, especially autistic ones, this 'something' may be a very specific, or even a niche thing that they're obsessed with, some others might be narcissistic to the point that they only enjoy characters that are 'literally them', but for a lot of people, characters that just "feel human" are enough, so they end up enjoying a lot more characters than those other groups. The problem with Phineas is that he's a kinda flat character who neither feels human, nor has a lot of cool/relatable/unique traits that could pull people in. He's just boring really.
