Back in the day, companies would have tie-in comics and toys like they do now. But partly because many thinks were still in black and white and partly because they didn't care as much for consistent quality control they would have variations of colors. This is especially prevalent in Hanna Barbera products, but Disney had it as well. One of the variants starting with I believe Marx toys was a white Panchito. There were comics later that had it, and it became somewhat standard until the actual film colors were fully used. Might have also influenced a character in the Ze comics
Where the Japanese picked it up was an educational show in the 2010s called Minnie’s Bow-Toons. They had a 5 minute segment where there was some music playing or something and needed two characters who were Mexican to introduce stuff. Because it was a cheap show, they had a Panchito model and just recolored him white to make it look like another character. Inspired by the prior white design or not, for some reason Japanese became obsessed with it and it became a Caballeros subgenre. Enough so to have dedicated artists, porn, doujins, the whole lot
