TOH actually has more of a continuous story since season 1 than Amphibia did on their first season, but the way it's used is fucking garbage. The episodic structure in the first season of Amphibia was genius because it all served the higher purpose of making you care about the town so it would make sense that Anne stands up for them since otherwise, it would feel forced that Anne does anything for a mean town of dirty frogs over actual human friends. None of it is "filler", not because every ep has great character development or plot hints (some do, some don't) but because it serves the higher purpose of getting used to Wartwood and wanting to protect it.
TOH meanwhile, does have a continuous story where almost every episode something happens that is mentioned later, but it's such inconsequential shit that you kinda wish it was more episodic. Luz getting banned from school, then joining the school, then learning jack shit from it is not a good storyline. The Eda vs Lilith conflict has little impact since Lilith isn't used as much as an episodic antagonist as other foes, and once you find out the truth behind her character, most of the conflict feels pointless since they could have just resolved it in so many other ways that they just didn't because...the characters are stupid. And then they spent the last half of the season in Lumity, which can be cute, but its ultimately pointless since the finale is about Eda and Luz, a relationship that was undermined specifically because of Amity, and they do the bare minimum with their mentor-student relationship.
In TOH, things happen, but it doesn't really fucking matter. In Amphibia, maybe it doesn't feel like everything matters, but ultimately, everything does.
