Joker 2019 is probably the best after Burton because Gotham City is set in New Jersey and did a great job of capturing the grime and corruption. Also what the other anon said, Batman Begins' Gotham City was great because it was a gritty location that could've been any East Coast city in the 2000s and he fucked up in the Dark Knight by making it literally Chicago with cleaner streets.
