They're both bad.
I'm mad that Wanda got off basically scot-free, and the show had the audacity to have Monica try to shame the townspeople for not empathizing with their kidnapper more and not just being cool with being kept hostage in a fake reality so Wanda could keep her stupid tulpa family.
That's next-level victim shaming but Marvel treats it unironically.
Walker's main thing is he killed a surrendering combatant. In public. With the symbol of hope and justice for an entire country and potentially the whole world.

He killed an enemy combatant, a man who was made one the second his organization killed innocents and he stuck around. He might not have pulled the trigger but he assisted and he didn't leave after.
