This is TMNT, you don't have to linger on the angst, just having background characters react would do more to develop how they feel about things than bubbles upon bubbles of text, and you even get to include sight gags to boot! Two birds, one stone, and all "Show, don't tell."

It needs a kickstart or at least someone who could add some lively craziness to the mix, and this is as perfect a storyling as you could make for him that would also organically move the plot along.
