Long story short California suffers from two big problems
1.High income jobs mean that the value of everything around them gets inflated. Since Cali has not only a huge Tech Industry and is the center of the American Film Industry, but is also one of the largest economy's in the world on its own meaning that a lot of wealthy people live here this means that others will naturally get pushed out as landlords raise their prices for a wealthier group.
2.This is more of a nor-cal problem but the tech boom in silicon valley has caused a chain reaction of displacement as people are priced out of their homes and move to lesser ones pushing those people out and so on and so forth.
Because of these among other smaller issues the young people who are in or are attracted to California for whatever reason are stuck in a tough spot unless they make it big or get a well paying job.
For the cast of close enough if I recall they are living in LA which is expensive on its own and nether of the parents have a decent paying job.
TL,DR Cali has so many rich people living in it that the cost of everything else goes up and people are either stuck or want to be close to the jobs. My suggestion is if you don't have the money to stay here and aren't tied to your job move somewhere else you could own a house in the midwest for the cost of a room in California.
